DCH’s ability to achieve our mission to serve all children of South Texas is greatly influenced by the legislation and regulations imposed by the State government. At the close of the 77th Legislative session, strides were made to improve the Medicaid system and to increase the number of children in Texas with health insurance. However, in 2003, the 78th Legislative session begins with a significant financial deficit and a new slate of legislators. Due to the expected budget shortfall of nearly $12 billion, health care programs will be at the heart of the debate and in a time where more money is needed to meet the needs of our population, less is expected.
